Michelin prend le virage du dialogue social européen 


La direction du groupe Michelin (62000 salariés en Europe) et les négociateurs mandatés par son comité d’entreprise européen ont signé, le 26 mars, à Valladolid, un « accord-cadre européen de responsabilité sociale et de développement »*. C’est la première fois que le groupe Michelin conclu un accord transnational et c’est une révolution : 1°  longtemps marqué par une culture paternaliste et peu favorable aux syndicats, le groupe a été plusieurs fois condamné pour discrimination syndicale en France et n’a mis en place un CE européen qu’en 1999. 2° Le contenu de l’accord s’éloigne des accords-cadres internationaux  standards grâce à une négociation longue « pour laquelle la direction s’est donné les moyens de travailler avec les représentants des salariés », souligne Cyrille Poughon (CFDT), secrétaire du CE européen de Michelin. Au final, l’accord reflète la « nouvelle » culture du groupe, ses ambitions  en matière de relations sociales et contient des engagements concrets, comme celui de rendre 50% des postes accessibles aux seniors et aux femmes.  3° Le texte est un accord-cadre sur lequel les partenaires sociaux du groupe vont ouvrir, à partir de 2015, un cycle de négociations transnationales à partir des différents thèmes listés dans l’accord. Il ouvre aussi la voie à la négociation d’un accord-cadre international, pour couvrir les salariés hors UE, avec la fédération syndicale IndustriAll Global Union. Rien ne laissait présager il y a vingt ans que le président du groupe puisse dire, comme l’a fait Jean-Dominique Senard, lors de la signature de l’accord, qu’«une entreprise qui réussit est une entreprise qui vit des relations sociales exemplaires ». Les partenaires sociaux ont ainsi su transformer une culture d’affrontement et d’évitement en « dialogue social constructif », et dans cette mue, le dialogue noué au sein du CE européen y a contribué. The direction of the Michelin group (62,000 employees in Europe) and the negotiators appointed by the EWC signed on March 26, Valladolid, a "European framework agreement on social responsibility and development" *. This is the first time the Michelin Group entered into a transnational agreement and it is a revolution: 1 long marked by a paternalistic and unfavorable to unions culture, the group has been repeatedly condemned for anti-union discrimination in France and n ' established a European CE 1999. 2 The content of the agreement departs from standard IFAs through a "lengthy negotiations for which management has the means to work with representatives employees, "said Cyrille Poughon (CFDT), secretary of the European CE Michelin. Finally, the agreement reflects the "new" culture of the group, its ambitions in terms of social relations and contains concrete commitments, such as to make 50% of the jobs available to senior citizens and women. 3 The text is a framework agreement on which the social partners of the group will open, from 2015, a series of transnational negotiations from different themes listed in the agreement. It also opens the way for the negotiation of an international framework agreement to cover employees outside the EU, with the union federation IndustriAll Global Union. There was no indication there twenty years the group's president can say, as did Jean-Dominique, at the signing of the agreement, that "a successful company is a company that lives Relations social practices ". The social partners have been able to transform a culture of confrontation and avoidance in "constructive dialogue" and in this moult, established within the European CE dialogue it has helped.
